Dear Sir,
In a recent conversation which I had with
Mr. Wellesley, the Chief of the Far Eastern Department
of the Foreign Office, an old-standing difficulty in
connection with the Tonnage Measurement of certain
Hongkong vessels was referred to.
Mr. Wellesley
kindly gave me an introduction to Mr. Grindle of the
Colonial Office with whom I discussed the question,
the subject.
and at his suggestion I now venture to address you on
What is at issue is partly a technical
matter of Tonnage Measurement, concerning which I have
to rely on my expert advisers, and partly a matter of
comity between Great Britain and Chine.
The
technical side of the question can apparently only be
-er-Secretary of State for the Colonies,
Colonial Office.
